Much of Africa Not Investing Enough in Agricultural Research

A new study says investments in sub-Saharan Africa increased by more than twenty percent between two thousand one and two thousand eight. But the study also found that just a few countries were responsible for most of that growth. Nigeria was responsible for one-third of it. Ghana, Tanzania, Sudan and Uganda also increased their spending. But thirteen countries decreased their investments. Nienke Beintema from the Washington-based International Food Policy Research Institute led the study. She says new technologies are needed to fight hunger. She says some countries, including Nigeria, have increased their investments after spending far too little in the past. She says: "It is a positive sign because it is more commitment from the government. But Nigeria had extremely low levels of agricultural research funding." She was there for the first time in two thousand or two thousand one. She visited institutes "that could not function," she says. They did not even have a phone line or fuel for their cars or a working computer. Nigeria now has the largest agricultural research system south of the Sahara. A minute later, his friend pulls out a baby shark, sweating in the heat as he chucks it on the rocks. Other fish flop on the sea's flat surface as four young fishermen wade through the high tide to take back an impressive haul to their village, Hirgigo. "If it wasn't for the mangroves, there wouldn't be so many fish," Ali says, pointing at a thick tree-line marking the border of desert and sea. The forest of newly planted mangrove trees has given fish, crabs and oysters vital shelter to feed and breed in an area where there were previously only arid mud flats. Marine life, and their human hunters, are not the only beneficiaries of an eco-project in this Horn of Africa village that has won global awards as a model for reducing poverty and feeding the hungry. Led by US scientist and humanitarian Gordon Sato, the project has transformed the landscape in an area where there is not enough fresh water to support conventional agriculture. Leaves from the trees -- there are around a million mangroves in a six km (four mile) swathe from Hirgigo -- provide fodder for livestock. Expanding Deserts Consume Farmland

The United Nations reports global warming is reducing rainfall and increasing temperatures in most and the world's deserts. A 2006 report suggests the changes are hurting many who farm on desert fringes. In West Africa, the effects are acute and making food scarce. Those living in farming regions along the Sahel desert have found their arable land shrinking as desert sands encroach. Robert Shaw of the ITU says students will learn the basics of what he calls the "real plumbing of the Internet."In January,five instructors completed two weeks of intensive training known as the Cisco Certified Networking Academy. They also learned how to train others. Robert Shaw says this kind of train-the-trainer program helps meet a growing demand for professionals in information and communication technologies, or ICT. He said: "The Internet and these networks are growing so fast, it's really hard to keep up. And the rate of change means it's very difficult for the classical educational programs to keep up with the demand that's out there in the marketplace."Mr. Shaw says recent years have seen an even stronger demand for these kinds of programs in the developing world.He said now there are about two billion users on the Internet. The majority of those -- about one point two billion -- are in developing countries. Golinga Irrigation Project promotes best management to sustainable rice-fish farming. Local Soil erosion which is a result of excessive use of agro-chemicals ( POPs) has affected the rice production. Trainings are provided to local farmers with regard to sustainable land management to increase rice production without chemicals. Farmers construct fish ponds, and also prepare fishmeal to feed fish in ponds. The fishmeal adds nutrient in the water and the water then is channeled to rice fields. Land production thus increases by 800% without chemical fertilizer. More women were employed. That rice are bagged and old locally, which greatly increase the income of local people. Commercial production of tilapia is also increased.

Since 2005, the IFRC -- together with the National Red Cross and Red Crescent Societies of Niger, Mali, Burkina Faso, Mauritania, Chad, Ireland, France, Spain and Qatar -- have been working to help Sahelian families regain their dignity by providing them with humanitarian services such as water and sanitation, food assistance, agricultural projects, nutrition centres and healthcare. In 2010, the worst was avoided -- mainly thanks to humanitarian intervention -- but the situation remains precarious and too many people continue to suffer. Food distributions are just a short-term solution -- hunger has become the norm for the people of the Sahel. A chronic situation, like that of Niger, where half its children suffer from chronic malnutrition cannot be allowed to continue. Attention is often focused on the latest sudden earthquake or tsunami, but the world too needs to remain engaged in the Sahel, and the problems caused by recurrent drought and degraded lands. The combination of general poverty and human vulnerability could result in a breakdown of peace and security in an already insecure region, which may reverse the few development gains that have been made. And, as in previous crises, it's not just about food. It's about endemic and relentless poverty. This crisis needs to be firmly on the agenda of governmental and humanitarian agencies whose combined actions really can make a difference. The British risk consultancy firm Maplecroft recently released an index evaluating clean water supplies in 165 countries, in an effort to help support responsible business stewardship when investing in water-scarce areas. The report cited the most vulnerable nations as being in the continents of Africa and Asia, with Somalia, Mauritania, Sudan, Niger and Iraq among the most resource-depleted. However, the Australia, the United States and even countries in Europe such as Bulgaria, Belgium and Spain were also cited as showing signs of water stress. The report highlighted the pressures of population growth and worsening climate change leading to shifts in rainfall and drying reservoirs and rivers, which aggravates existing water shortages and affects farming, industry and household activities. In addition, tensions could arise over decisions about water being allocated from dams and upstream rivers in water-scarce areas, with regions such as Pakistan, Egypt and Uzbekistan already seeing related internal and cross-border conflicts. American journalist Steven Solomon, author of "Water: The Epic Struggle for Wealth, Power and Civilization," has observed that the resource continues to be used wastefully even as the world's supplies are diminishing.
