An almost ceaseless attack using rockets, mortars and heavy machine guns has moved the front lines forward more in the last two days than even the attackers expected. timesofearth.com Washington - US President Barack Obama says Muammar Gaddafi's rule is "coming to an end" as he pressed the Libyan leader to relinquish power while urging rebels not to seek justice through violent reprisals. The president called on Mr. Gaddafi to prevent further bloodshed and instruct loyalist forces who continue fighting "to lay down their arms for the sake of Libya." He also called on opposition forces to build a democratic government through "peaceful, inclusive and just" measures. In his first appearance since the rebel push into the Libyan capital, Tripoli, Mr. Obama said the US would be a friend and partner of Libya's Transitional National Council by supporting a peaceful transition to democracy. He called Muammar Gaddafi a tyrant who had denied his people basic human rights. Earlier Monday, United Nations Secretary-General Ban Ki-moon called for a "smooth transition" and said the UN stands ready to provide the Libyan people with post-conflict assistance. He said he will hold urgent meetings on Libya this week with major organizations including the African Union, the EU and the Arab League. In Paris, a French Foreign Ministry spokesman told VOA that Mr. Gaddafi's "time is over in Libya." France said the head of Libya's opposition will travel to Paris in the next few days. Thousands of surface-to-air missiles were taken by Al Qaeda rebels from a huge Tripoli weapons warehouse amid reports of weapons looting across war-torn Libya. They are Grinch SA-24 shoulder-launched missiles, also known as Igla-S missiles, the equivalent of US-made Stinger missiles. Human Rights Watch found dozens of empty crates marked with packing lists and inventory numbers that identified the items as Igla-S surface-to-air missiles. Grinch SA-24s are designed to target front-line aircraft, helicopters, cruise missiles and drones. They can shoot down a plane flying as high as 11000 feet and can travel 19000 feet straight out. Fighters aligned with the National Transitional Council and others swiped armaments from the storage facility, witnesses told Human Rights Watch. Peter Bouckaert, Human Rights Watch emergencies director, said that he has seen the same pattern in armories looted elsewhere in Libya, noting that "in every city we arrive, the first thing to disappear are the surface-to-air missiles." "We are talking about some 20000 surface-to-air missiles in all of Libya, and I've seen cars packed with them." he said. "They could turn all of North Africa into a no-fly zone." The lack of security at the weapons site raises concerns about stability in post-Gadhafi Libya and whether the new NTC leadership is doing enough to stop the weapons from getting into the wrong hands. The rocks in its dried out river valleys are like a historic picture book that provides us with a remarkable insight into what was once a magnificent Saharan culture.

All fighting ships of the Libyan navy have been sunk or severely damaged by RAF jets in a strike that Nato said has crippled the ability of Muammar Gaddafi's forces to lay mines. The ships were hit during a raid on Thursday night on Tripoli and Al Khums. One warship remained afloat but listing at its mooring between two merchant tankers. Fire and smoke were visible from miles away. Of the rest of the fleet, docked out of view in the main port in Tripoli, one vessel was sunk and three severely damaged. All four were raid boats with fast manoeuvrability. At least three appeared to have surface-to-air missile launchers. Another Libyan naval vessel was hit in the port of Al Khums, east of the capital. The RAF said the fleet had been hit to prevent it laying mines or threatening Nato warships enforcing UN-backed restrictions off Libya. None of the ships had been seen putting to sea in daylight during the past three weeks. At least four non-attack vessels, including coastguard cutters, remained unharmed nearby.

UN Secretary-General Ban Ki-moon says he is "outraged" by Libya's deadly crackdown on anti-government protesters, and told Libyan leader Moammar Gadhafi to stop the violence "immediately." Speaking on a visit to Los Angeles Monday, Ban said he had a 40-minute phone conversation with Gadhafi earlier in the day and "forcefully" urged the Libyan leader to end attacks on demonstrators by the security forces. Ban said Gadhafi responded by "explaining and characterizing" events. Ban said he has seen "very disturbing and shocking scenes" of Libyan security forces firing at protesters with warplanes and helicopters, actions he termed a "serious violation of international humanitarian law." He said he told Gadhafi that human rights, freedom of assembly and freedom of speech must be "fully protected." The UN Security Council is due to hold emergency consultations on the turmoil in Libya Tuesday morning. Libya's deputy UN ambassador Ibrahim Dabbashi requested the meeting after turning against Mr. Gadhafi and calling for him to be ousted. Dabbashi said he and other Libyan diplomats in New York want international action to stop the Libyan leader from committing what they labeled a "genocide" against the Libyan people.
