DVD: www.amazon.com thefilmarchive.org The Hmong are an Asian ethnic group from the mountainous regions of China, Vietnam, Laos, and Thailand. Hmong are also one of the sub-groups of the Miao ethnicity (苗族) in southern China. Hmong groups began a gradual southward migration in the 18th century due to political unrest and to find more arable land. A number of Hmong people fought against the communist Pathet Lao during the Laotian Civil War. Hmong people were singled out for retribution when the Pathet Lao took over the Laotian government in 1975, and tens of thousands fled to Thailand seeking political asylum. Thousands of these refugees have resettled in Western countries since the late 1970s, mostly the United States but also in Australia, France, French Guiana, Canada, and South America. Others have been returned to Laos under United Nations-sponsored repatriation programs. Around 8000 Hmong refugees remain in Thailand. In the early 1960s, the US Central Intelligence Agency's (CIA) Special Activities Division began to recruit, train and lead the indigenous Hmong people in Laos to fight against North Vietnamese Army intruders into Laos during the Vietnam War. It became a Special Guerrilla Unit led by General Vang Pao. About 60% of the Hmong men in Laos were assisted by the CIA to join fighting for the "Secret War" in Laos. The group was ultimately successful in assuming political power after the Laotian Civil War. The Pathet Lao were always closely associated with Vietnamese communists. During the civil war, it was effectively organized, equipped and even led by the army of North Vietnam. The Pathet Lao were the Laotian equivalent of North Vietnam's Viet Minh and Viet Cong, and Cambodia's Khmer Rouge. Eventually, the term became the generic name for Laotian communists. The political movement of the Pathet Lao was called first the Lao People's Party (1955--1972) and later the Lao People's Revolutionary Party (1972--present). Key Pathet Lao leaders include Prince Souphanouvong, Kaysone Phomvihane, Phoumi Vongvichit, Nouhak Phoumsavanh and Khamtay Siphandone. The organization under this name first appeared in 1950, when it was adopted by Lao forces under Prince Souphanouvong, who joined the Viet Minh's revolt against the colonial French authorities in Indochina during the First Indochina War. Prince Souphanouvong, who had spent seven years in Nha Trang during his sixteen years in Vietnam, met Ho Chi Minh, and acquired a Vietnamese wife while in Vietnam, solicited Viet Minh aid in founding a guerrilla force. Rice planting season is a nerve-wracking time for 49 year-old farmer Vongphone of Xieng Khouang province, in northern Lao. He was disabled five years ago when he accidentally set off an unexploded cluster bomb. Vongphone, who lost his left hand, is one of hundreds maimed or killed each year by explosive weapons - more than two million tonnes of which were dropped across the country by United States' aircraft between 1964 and 1973. "I'm still afraid," said Vongphone. "It's hard for us because when we farm there are unexploded bombs. But we have to farm, otherwise we have no income." The majority of the nearly one hundred million cluster sub-munitions that failed to explode fell on some of the country's poorest areas. More than 200000 hectares of prime agricultural land remains to be cleared. "We select about 22000 hectares among those 200000, which we can clear within 16-years," said Maligna Saignavongs, senior government advisor to the Government's National Regulatory Authority for Unexploded Ordnance (UXO)/Mine Action (NRA). The United Nations Development Programme (UNDP) has supported the national clearance operator, UXO Lao, in clearing around 24000 hectares since starting operations in 1996. A new 10-year government plan that focuses on clearing land in the 42 poorest at-risk districts is part of Lao PDR's commitment under the 2008 Convention on Cluster Munitions. Scattered groups of ethnic Hmong have hidden in the remote mountains of Laos for more than 30 years, afraid to come out. Many have not seen the modern world, and exist with little food, scavenging in the jungle. The CIA trained and funded many Hmong hill tribes in Laos from 1961 to 1973 to fight communism. When America withdrew from the conflict most Hmong were left alone to face the might of the invading North Vietnamese Army. The Royal Lao Government fell to the communists and many Hmong became outcasts in the country they fought to defend. The French recommended Vang Pao, came to be known as Gen.
