The United Nations Population Fund held a three-week event in which youth and women's groups came together to participate in theater training, workshops and interactive presentations. In the city of Osh, more than 50 people, including widows, participated in a performance, with audience members joining the actors on stage to share their ideas and thoughts. UN Secretary-General Ban Ki-moon, who opened the meeting, told delegates that about importance of recent the events in Kyrgyzstan, Gaza, Sudan, Sri Lanka, Somalia, the Democratic Republic of the Congo and elsewhere, which he said reminded him that the protection of civilians remained a huge common challenge. Ban welcomed the Council's efforts to increase the emphasis on the protection of civilians in designing peacekeeping mandates. However, he added, that for peacekeeping operations to successfully implement these mandates, the Council must provide them with the sustained political support they require. "The Council's engagement is vital to make certain that peacekeeping operations are adequately resourced, and to ensure that mission leadership is fully empowered to take forward this complex mandated task on the international community's behalf," said Ban. He also said that the other key challenges the Council must address were increased compliance by non-State armed groups with international law, and ensuring accountability.
