Recently the International Telecommunication Union released its "Measuring the Information Society 2011" report. The ITU, part of the United Nations, compared access, use and skills in one hundred fifty-two countries.The report says South Korea has the world's most developed economy in information and communication technology, or ICT. Sweden, Iceland, Denmark and Finland were also among the top five in the ICT Development Index. The index compares two thousand eight and two thousand ten scores. Saudi Arabia, Morocco, Vietnam and Russia had some of the biggest improvements between those years. Susan Teltscher is head of the ICT Data and Statistics Division at the International Telecommunication Union in Switzerland. She says most of the growth has come from one source. "Mobile broadband is now leading the growth race among the different ICT indicators -- much higher than the other key indicators that we look at, like regular mobile phone subscriptions, fixed telephone or fixed broadband. ... And the good news is that it's also starting to grow in developing countries." Mobile broadband subscriptions reached eight hundred seventy-two million by the end of last year. After a recent incident where a teacher used a powerful blow often seen in martial arts movies, officials have been forced to ban the practice. However, many teachers and parents are fighting back - arguing that without corporal punishment, there will be chaos. Others say that South Korean society is changing and that education must change with it: "giving orders and beatings are no longer appropriate", says Principal Lee Breom-Hee, an advocate of the ban. Globalisation does not simply increase economic inequality: it also modifies the pattern of social stratification and the game of status competition. What happens, however, when social mobility system becomes globalised? Professor Hagen Koos talk examines the changing pattern of social mobility in South Korea as a consequence of globalisation. Koo will focus on the rise of a cosmopolitan strategy of social mobility, the core of which involves sending children overseas for early English education and foreign degrees as well as for other cosmopolitan cultural aptitudes. The Sapsaree all but disappeared during the Japanese occupation of Korea, but is now bouncing back. The Sapsaree is a sturdy breed of dog, known for its strong upper body and large paws. It has an even temperament and is valued for its loyalty but, if not for the Korea Sapsaree Dog Foundation, the breed may well have disappeared by now. The dog's shaggy coat was nearly its downfall. Decades of colonial occupation, war and poverty took a deadly toll not just on millions of Koreans but also on the Sapsaree. They were killed in large numbers by the Japanese military, which used their fur to make winter coats for its soldiers serving in the extreme cold of Manchuria. When South Korea emerged from the turmoil of occupation, two wars and decades of poverty, the Sapsaree had all but disappeared. But not entirely. One man, a professor of animal husbandry, had set up a kennel to protect the few remaining purebred Sapsarees in the 1960s. The man's son Ha Ji-Hong became a geneticist, and he decided to put his expertise to work with the eight dogs that remained. [Ha Ji-Hong, Professor, Genetics]: "I decided to preserve the family line. The US envoy for North Korean human rights attended the graduation ceremony, which was an emotional experience for many students. Seventy-seven defectors from North Korea graduated from their high school in South Korea on Friday (February 11), in a ceremony attended by the US special envoy for North Korean human rights. The defectors collected their diplomas from their Hangyoreh Middle and High School in Anseung, south of Seoul. The school was set up in 2006 to prepare the young defectors for the huge changes they face living in a capitalist state. Robert King, the US Special Envoy for North Korean Human Rights Issues, congratulated them on their graduation. One-hundred-eighty students attend the school, with 34 middle school students and 43 high school students graduating on Friday and 37 high school students entering colleges.
