Central banks in Britain, Canada, Japan, Switzerland and the United States also acted. The banks made it less costly for other countries to borrow American dollars. The United States Federal Reserve said the joint effort was meant to help central banks in Europe provide financial support to nations that need it. The action sent American stock prices up more than three percent. On December first, European Central Bank President Mario Draghi suggested that the ECB may provide new financial support for European countries struggling with debt. But first, he said, euro area countries must establish trust by enacting big financial reforms. He said: "A credible signal is needed to give ultimate assurance over the short term. What I believe our economic and monetary union needs is a new fiscal compact, a fundamental restatement of the fiscal rules together with the mutual fiscal commitments that euro area governments have made. The People's Bank of China is the Chinese central bank and holds more financial assets than any other single public institution in the world. The State Administration for Foreign Exchange manages the foreign exchange reserves for the Chinese central bank, which exceeds $3 trillion. To put this into perspective the next in size to China is Japan, which manages foreign exchange reserves in excess of $1 trillion. The size of Chinese reserves is disclosed but the composition of the reserves is less transparent. The composition of the Chinese foreign exchange reserves is regarded as a state secret. However, reports from the Bank for International Settlements suggest that United States assets represent 60-70 percent of the Chinese reserves. This lack of diversification has been costly to China as the US dollar (Federal Reserve note) depreciates. As an example, between 2003 and 2004 the Chinese lost more than $60 billion in asset value due to dollar depreciation. The private Federal Reserve controls the American money supply through lending to banks, individuals, and the government. The US Treasury prints and sells bonds (loans with interest) known as T-bills to the general public, foreign countries, and back to the Federal Reserve. The private Federal Reserve creates electronic fiat currency from thin air to purchase the Treasury bonds and holds these bonds as reserves. Meanwhile, governments and banks are still in bed together - tangled up in their illicit love affair three years after the financial crisis began. We know the drill and we're sick of it. We are sick of socializing losses. We are sick of fraudulent accounting. We are sick of hostage crises that force us to give ever more of our future earnings and ever more of our current purchasing power to a group of elitist bankers who don't have to play by the same rules as the rest of us. Economist Michael Hudson joins us to talk about just this. He wrote an article recently that gave some context to banking, reminding us that, once upon a time, kings and governments used to kill bankers that they didn't want to pay. So how did we get to where we are today, where bankers and banks are killing governments, moving their toxic assets onto the national balance sheets in return for fresh cash? The European monetary crisis shows no signs of abating with talk of Greece leaving the Eurozone - once a taboo subject - now being discussed openly. The European Central Bank has stopped operations with some Greek banks. And the ratings agency Fitch has downgraded Greece by one notch to CCC. Now, Spain has had 16 of its banks downgraded by another credit rating agency. Al Jazeera's Emma Hayward has more.

"Developing countries have provided two thirds of global growth over the past five years," he said. But he added that many developing nations still face big problems. But developing nations want more influence.The World Bank is a development agency. The IMF supports monetary cooperation and provides loans.IMF chief Christine Lagarde announced that the fund had received promises of over three hundred twenty billion dollars to help nations in trouble. She also said developing nations need to do more to support their emerging markets. They, too, have to address some of their issues, she said. They, too, have to be very attentive to a volatile market situation. "And that means, for some of these emerging markets, refocusing on their domestic growth."Ms. Lagarde said emerging markets need to work toward growth and building demand.
