About the speaker: Peter Sørensen was appointed EU Special Representative and Head of Delegation for Bosnia and Herzegovina in September 2011. With over fifteen years experience in the Western Balkans, Ambassador Sørensen has previously worked in Macedonia, Serbia, Kosovo, Bosnia and Croatia. In his current role as the EUSR, he is responsible for the coordination of EU activities in Bosnia, maintaining progress in the implementation of the Dayton Peace Agreement and assisting the country in its move towards EU integration.

Sarajevo is the capital and largest city of Bosnia and Herzegovina, with a population of over 300000 people Sarajevo is located in the Sarajevo valley of Bosnia, surrounded by the Dinaric Alps and situated along the Miljacka River in the heart of Southeastern Europe and the Balkans. Sarajevo is the leading business and cultural centre of Bosnia and Herzegovina, and its influences in politics, education, entertainment, media, fashion, science, and the arts contribute to its status as Bosnia and Herzegovina's major economic center. The city is historically famous for its traditional religious diversity, with adherents of Islam, Orthodoxy, Catholicism and Judaism coexisting there for centuries. Due to this long and rich history of religious diversity, Sarajevo is often called the "Jerusalem of the Balkans". Although settlement in the area stretches back to prehistoric times, the modern city arose as an Ottoman stronghold in the 15th century. Sarajevo has attracted international attention several times throughout its history. About the Speaker: Kurt Bassuener is an independent policy analyst in Sarajevo, Bosnia and Herzegovina. He co-authored with Amb. Jeremy Kinsman the Diplomats' Handbook for Democracy Development Support, a project of the Community of Democracies, published in Summer 2008 (at www.diplomatshandbook.org). In his role as the project's Research Director, he authored, co-authored, or oversaw the research and writing of the Handbook's case studies. He is currently preparing or supervising case studies on Bosnia and Herzegovina, Egypt, and Nepal, as well as updating the first edition case studies. About the Speech: This event will focus on Bosnia-Herzegovina and the Balkans, with particular focus on the current issues affecting the region. It will touch on the issues regarding Serbia's SAA ratification. This will be a most timely event, especially giving the upcoming annual progress report on Enlargement on 10 November.

ORIGINAL speech (german): Zunächst bin ich der Meinung, dass wir den Wahhabismus und die Gefahr eines islamischen Fundamentalismus in Bosnien und Herzegowina sehr wohl im Bericht erwähnen müssen, und insoweit stimme ich auch der Berichterstatterin zu. Im Übrigen ist aber aus der Wortmeldung der Berichterstatterin, Frau Pack, und auch von Minister Wammen die Enttäuschung über die Entwicklung von Bosnien und Herzegowina sehr deutlich geworden. Wir müssen, glaube ich, ganz nüchtern erkennen, dass es dort schlicht und einfach keinen Willen zur gesamtstaatlichen Zusammengehörigkeit gibt. Es gibt auch keinen Willen zu einer gemeinsamen bosnisch-herzegowinischen Identität in diesem Staat. Die Ethnien stehen sich nach wie vor grundsätzlich skeptisch, wenn nicht sogar feindlich gegenüber. Daher muss ich von einer falschen Romantik in Bezug auf die Entwicklung von Bosnien und Herzegowina warnen. Wir sollten auch nicht krampfhaft an einem gesamtstaatlichen Konzept festhalten. Wir müssen, wenn wir die Verfassungsentwicklung dieses Landes sehen, auch darüber nachdenken, ob es nicht Alternativen in Form einer losen Föderation -- die vielleicht überlebensfähig ist -- und einer völligen Kantonisierung dieses Landes gibt, um wenigstens einen Ansprechpartner zu haben. Dieses Land ist noch lange nicht fähig, der Union beizutreten. Der Kandidatenstatus ist noch lange nicht ...

First of all, I do not wish people thinking that I have anything against muslims, their faith or anything. I just wish to make a point. The point is that our beautiful country of Bosnia and Hercegovina is split in 3 pieces, more or less. Some people are able to live together, whereas others are not. Politics and media are segregating people even more because this is feeding them. Additionally if you mix the two colors blue and yellow you get green.

Despite historical and cultural links within the region, the situation for LGBT people and political activism varies between the different Balkan states. Using the history and politics around the nascent LGBT movement (as informed/influenced by feminist and anti war movements) in the former Yugoslavia we will examine: What does it mean to be queer in an ongoing period of transition in the Balkans? Can we reconcile queerness, nationalism, and nativism within the Balkan context? What is the role of pride parades in the development of LGBTIQ communities and movements in the region? What role can the international community, particularly the European Union, play in affecting the status of sexual minorities?
