In response to US declarations of a War on Terrorism in 1981 and the redeclaration in 2001, Chomsky has argued that the major sources of international terrorism are the world's major powers, led by the United States. In relation to the US invasion of Afghanistan he stated: "Wanton killing of innocent civilians is terrorism, not a war against terrorism." (9-11, p. 76) On the efficacy of terrorism: "One is the fact that terrorism works. It doesn't fail. It works. Violence usually works. That's world history. Secondly, it's a very serious analytic error to say, as is commonly done, that terrorism is the weapon of the weak. Like other means of violence, it's primarily a weapon of the strong, overwhelmingly, in fact. It is held to be a weapon of the weak because the strong also control the doctrinal systems and their terror doesn't count as terror. Now that's close to universal. PHOENIX - Arizona Gov. Jan Brewer says she's stunned and angry over comments by Secretary of State Hillary Rodham Hillary Clinton that the Obama administration will sue the state over its new immigration law. In a June 8 media interview in Ecuador that began circulating Thursday in the US, Clinton said President Barack Obama thinks the federal government should determine immigration policy and that the Justice Department "will be bringing a lawsuit against the act." The Justice Department has been looking at the law for weeks, with an eye toward a possible court challenge. It's unclear why Clinton made the comment since it's not her area. The Justice Department says it was not an official announcement, as "the department continues to review the law" and they have not yet decided whether or not to sue. Statement by Jan Brewer "This is no way to treat the people of Arizona. To learn of this lawsuit through an Ecuadorean interview with the Secretary of State is just outrageous. If our own government intends to sue our state to prevent illegal immigration enforcement, the least it can do is inform us before it informs the citizens of another nation."

MISSION TO HAITI; CIA Reportedly Taking a Role in Haiti By ELAINE SCIOLINO Published: September 28, 1994 WASHINGTON - In a move that some lawmakers say could subvert the democratic process in Haiti, President Clinton has approved a secret contingency plan that authorizes unspecified political activities to neutralize the opponents of President Jean-Bertrand Aristide, senior Administration officials said today. In addition, the $5 million plan authorizes the Central Intelligence Agency to spend $1 million on propaganda to help ease Father Aristide's return and to use covert means to protect American forces there from hostile groups, they added. To avoid charges that the United States is interfering, the CIA does not have the authority to undertake political activities on its own, the officials added. But the vague nature of the term "political actions" has alarmed some lawmakers who fear that money could be used to corrupt politics in Haiti. Administration officials briefed key lawmakers last Wednesday about Mr. Clinton's order, known as a finding, as required by law. Since then, the CIA has begun to use some of the $1 million earmarked for propaganda for covert radio broadcasts and to infiltrate military groups that might seek to harm American troops.

www.nextgov.com As personnel representing hundreds of government and nongovernment agencies from around the world rush to the aid of earthquake-devastated Haiti, the Defense Information Systems Agency has launched a Web portal with multiple social networking tools to aid in coordinating their efforts. On Monday, Jean Demay, DISA's technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the US Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane. After the earthquake hit on Tuesday, Demay said SOUTHCOM decided to go live with the system. On Wednesday, DISA opened up its All Partners Access Network, supported by the Transnational Information Sharing Cooperation project, to any organization supporting Haiti relief efforts. The information sharing project, developed with backing from both SOUTHCOM and the Defense Department's European Command, has been in development for three years. It is designed to facilitate multilateral collaboration between federal and nongovernmental agencies. Demay said that since DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN on Wednesday, almost 500 organizations and individuals have joined, including a range of Defense units and various nongovernmental organizations and relief groups.
