The value of that cocaine, even before it enters the US market, is approximately $40 billion a year. That's nearly the size of Guatemala's entire economy. The drug cartels in Guatemala act with impunity and effectively control much of the country. As Guatemala's President Alvaro Colom recently told Al Jazeera, "The drug traffickers are much better armed and financed than our military and our government." Guatemala, as a result, has become a very dangerous place to live. What's the solution? Its hard to believe that the genocide in Guatemala happened just over 20 years ago. There are almost no photos of it. Guatemalas tragedy doesnt have the place it merits in the history of infamy perhaps for this reason: there are no photos. Or there arent many, if we take into account the images James Natchwey, Jean-Marie Simon or Alon Reininger, along with a few others, made of Guatemala in the 1970s and 1980s. In any case, what was happening in Guatemala at that time faded into the background of the story of the triumph and eventual electoral defeat of the Sandinista regime in Nicaragua, or the war in El Salvador. The signing of peace treaties on December 29, 1996 opened a space in Guatemalan society for slowly discovering the sad legacy of 36 years of armed conflict. Less than two years later, on April 26, 1998, Bishop Juan Gerardi was murdered two days after presenting a report on the human rights violations that had taken place during the war. These dates opened and shut a particular moment of history in Guatemala, cutting short the debate on the origins of and responsibilities for a conflict that left more than 200000 victims, most of them Mayan. Today, when the dead come from a place that we didnt know existed until a few months ago, its prudent to remember that the Cold War in Latin America was red hot. Árbenz's government put forth a number of new policies, such as seizing and expropriating unused, unfarmed land that private corporations set aside long ago and giving the land to peasants. The US intelligence community deemed such plans communist in nature. This led CIA director Allen Dulles to fear that Guatemala would become a "Soviet beachhead in the western hemisphere". Dulles' concern reverberated within the CIA and the Eisenhower administration, in the context of the anti-communist fears of the McCarthyist era. Árbenz instigated sweeping land reform acts that antagonized the US-based multinational United Fruit Company, which had large stakes in the old order of Guatemala and lobbied various levels of the US government to take action against Árbenz. Both Dulles and his brother were shareholders of United Fruit Company. The operation, known by the code name Operation PBSUCCESS, lasted from late 1953 to 1954. The CIA armed and trained an ad-hoc "Liberation Army" of about 400 fighters under the command of a then-exiled Guatemalan army officer, Colonel Carlos Castillo Armas, and used them in conjunction with a complex and largely experimental diplomatic, economic, and propaganda campaign.
