Latin American and Caribbean Community Center (LACCC), Executive Director Janvieve Williams Comrie left the United States for Colombia this week as part of an international observation mission. The mission is being coordinated in collaboration with the Misión de Observación Electoral (MOE), a Colombian civil society organization that has been working to promote democracy in Colombia through electoral observation and analysis. The purpose of the international mission is to support the work of the MOE by helping to bring international attention to the March 14, 2010 congressional elections. The international delegation includes 22 representatives from the Nicaragua, El Salvador, Canada and Germany. The mission also has a representative from LACCC partner Association of Internally Displaced Afro-Colombians (AFRODES USA), Charo Mina Rojas, The group will attend briefing meetings in Bogotá. Next, they will divide up and go to four different regions of the country in order to meet and hear from representatives of a diverse cross-section of Colombian society. They will meet again in Bogotá in order to discuss findings and develop a report. The 2010 elections come at an especially sensitive moment. Over the last year, more than 83 members of the Colombian national congress have been indicted for affiliation with illegal paramilitary organizations financed by the drug trade. Born in Bogota, raised in France, Ingrid Betancourt at the age of thirty-two gave up a life of comfort and safety to return to Colombia to become a political leader in a country that was being slowly destroyed by terrorism, violence, fear, and a pervasive sense of hopelessness. In 2002, while campaigning as a candidate in the Colombian presidential elections, she was abducted by the FARC. Nothing could have prepared her for what came next. She spend the next six and a half years in the depths of the jungle as a prisoner of the FARC. Chained day and night for much of her captivity, she never stopped dreaming of escape and, in fact, succeeded in getting away several times, always to be recaptured.

Stossel interviews Detroit's police chief Jerry Oliver who points out that since the dealing of drugs is between willing buyers and sellers, the War on Drugs forces cops to use deceit to catch those dealing drugs. Despite all the law enforcement resources put into fighting the drug war, availably of drugs is just as high as before the drug war began. Three unintended consequences of the war on drugs are explored including that it sucks children into the underworld, corrupts cops, and creates crime. Stossel travels to Colombia and examines the effect of the War on Drugs on Colombians. The futile effect of incarcerating of drug dealers to stop the flow of drugs is noted and many people who choose to use drugs ask why they shouldn't have the freedom to choose what substances to put in their bodies. Finally Stossel travels to Europe to see how drug legalization has affected European society.

This time we take a journey into the rural, densely forested areas outside the big city in Colombia and find ourselves in a Hare Krishna camp in Arbeláez for a Sunday Feast. This weekend vegetarian tradition is a constant throughout the world wherever Hare Krishnas gather to meditate and celebrate their religious faith. For me, it was equally interesting to experience this for the first time in a foreign country. Though by far a religious minority in Colombia, there is a strong community that was kind enough to allow me to participate while I was in the neighborhood.

As mayor of Bogotá for two terms, Mockus became known for his surprising and often humorous initiatives. He has taken a shower in a commercial about conserving water, walked the streets dressed in spandex and a cape as Supercitizen, hired 20 mimes to make fun of traffic violators, and established one "Night for Women" to honor women's roles in society. Under Mockus's leadership, Bogotá saw improvements that included a 40% decrease in water usage, creation of 7000 community security groups and a 70% drop in the homicide rate. Traffic fatalities decreased by over 50%, drinking water was provided to all homes (up from 79% in 1993), and sewage systems were provided to 95% of homes (up from 71%).
