Learning the Language of Bolivia's Ambitious Education Reform

Evo Morales is the first indigenous president of Bolivia, even though almost two-thirds of the country's population are indigenous. Upon entering the office, he enacted several new laws affecting the indigenous population. Emily Alpert reported from Bolivia on a 2011 grant from the International Reporting Project. Here, she explains how Bolivia's education reforms are an effort to remake the divided country. "Education reform in Bolivia is totally different than what we think of as education reform, certainly in the United States," Alpert explains. The new laws will require students to learn an indigenous language, in addition to Spanish and English. "I wanted to look at this huge, almost utopian project," she says, particularly "how it's actually working and what some of the obstacles might be." Emily Alpert reported from Bolivia on a grant with the International Reporting Project (IRP).

Bolivia's Aymara youth are showing new pride in their culture by creating and singing songs in their own language. From the country's first Aymara president, Evo Morles, to its first Aymara Chancellor, the voice of the Aymara people is being heard around the country. Once banned, the Aymara language is now one of the official languages of Bolivia and has been taught in schools since 1994. Radio San Gabriel, a station that airs exclusively in the Aymara language is branching out and creating educational television shows in the Aymara language.

Bolivia,is a landlocked country in central South America. It is bordered by Brazil to the north and east, Paraguay and Argentina to the south, and Chile and Peru to the west. Prior to European colonization, the Bolivian territory was a part of the Inca Empire, which was the largest state in Pre-Columbian America. The Spanish Empire conquered the region in the 16th century. During most of the Spanish colonial period, this territory was called Upper Peru or Charcas and was under the administration of the Viceroyalty of Peru, which included most of Spain's South American colonies. After declaring independence in 1809, 16 years of war followed before the establishment of the republic, named for Simón Bolívar, on August 6, 1825. Bolivia has struggled through periods of political instability, dictatorships and economic woes. Bolivia is a democratic republic, divided into nine departments. Its geography is varied from the peaks of the Andes in the west, to the eastern lowlands, situated within the Amazon Basin. It is a developing country, with a medium Human Development Index score, and a poverty level around 60%. Its main economic activities include agriculture, forestry, and fishing, mining and manufacturing goods such as textiles, clothing, refined metals, and refined petroleum. UNESCO: Article 18 of the Intangible Cultural Heritage of Humanity - 2009 URL: www.unesco.org Description: The proposed sub-regional project aims at developing safeguarding measures to ensure the viability of the oral expressions, music and traditional knowledge (textile art and agricultural technologies) of the Aymara communities of Bolivia (La Paz-Oruro-Potosí), Chile (Tarapacá-Arica-Parinacota-Antofagasta) and Peru (Tacna-Puno-Moquegua). The activities, planned for implementation over the course of a five-year project, are: (i) identifying and inventorying the traditional knowledge and oral traditions of Aymara communities in the selected areas, (ii) strengthening language as a vehicle for transmission of the intangible cultural heritage through formal and non-formal education, (iii) promoting and disseminating Aymara oral and musical expressions and (iv) reinforcing traditional knowledge related to the production of textile arts and traditional agricultural techniques. These four lines of action of the planned project have been established as priorities by the Aymara communities in the different phases of consultation and preparation of the project and they will be implemented with the full involvement of the communities, guided by the 2003 Conventions principles.
