Safeguarding intangible cultural heritage of Aymara communities in Bolivia, Chile and Peru

UNESCO: Article 18 of the Intangible Cultural Heritage of Humanity - 2009 URL: www.unesco.org Description: The proposed sub-regional project aims at developing safeguarding measures to ensure the viability of the oral expressions, music and traditional knowledge (textile art and agricultural technologies) of the Aymara communities of Bolivia (La Paz-Oruro-Potosí), Chile (Tarapacá-Arica-Parinacota-Antofagasta) and Peru (Tacna-Puno-Moquegua). The activities, planned for implementation over the course of a five-year project, are: (i) identifying and inventorying the traditional knowledge and oral traditions of Aymara communities in the selected areas, (ii) strengthening language as a vehicle for transmission of the intangible cultural heritage through formal and non-formal education, (iii) promoting and disseminating Aymara oral and musical expressions and (iv) reinforcing traditional knowledge related to the production of textile arts and traditional agricultural techniques. These four lines of action of the planned project have been established as priorities by the Aymara communities in the different phases of consultation and preparation of the project and they will be implemented with the full involvement of the communities, guided by the 2003 Conventions principles. The western highlands of the country are situated in the Andes mountains and include the Bolivian Altiplano. The eastern lowlands include large sections of Amazonian rainforests and Chaco. The highest peak is Nevado Sajama at 6542 metres (21463 ft) located in the department of Oruro. Lake Titicaca is located on the border between Bolivia and Peru. The Salar de Uyuni, the world's largest salt flat, lies in the southwest corner of the country, in the department of Potosí. Major cities are La Paz, El Alto, Santa Cruz de la Sierra, and Cochabamba. Bolivia's ethnic distribution is estimated to be 30% Quechua-speaking and 25% Aymara-speaking Amerindians. The largest of the approximately three-dozen native groups are the Quechuas (2.5 million), Aymaras (2 million), then Chiquitano (180000), and Guaraní (125000). So the full Amerindian population is at 55% and the remaining 30% is Mestizo (mixed Amerindian and European) and around 15% are Whites. Bolivian culture has been heavily influenced by the Quechua, the Aymara, as well as by the popular cultures of Latin America as a whole. The best known of the various festivals found in the country is the "Carnaval de Oruro", which was among the first 19 "Masterpieces of the Oral and Intangible Heritage of Humanity," as proclaimed by the UNESCO in May of 2001. Performance celebrating the Hispanic Heritage . The musicians play over two dozen musical instruments. Among the wind instruments, they play a variety of pan-pipes known to the natives as "sikus", "antaras" or "zamponas". They also play end-notched vertical flutes called kenas, transverse flutes, whistles and ocarinas as well as an array of percussion instruments. All these instruments have their roots in pre-Hispanic civilization. INKHAY's music, primarily, represents elements of South American indigenous culture when they perform wind and percussion music. They also include European musical elements when they play stringed instruments like the guitar, mandolin and the well known "charango" (a guitar like instrument fashioned of an armadillo shell). Over the past three centuries, harp music, together with other stringed instruments have become an integral part of the " mestizo" traditional music of the Andes. The task of group INKHAY is to interpret the different styles of playing Andean music maintaining the styles of the native communities.
