Azerbaijani authorities arrested two men accused of plotting to attack prominent Jews in the country and of having links to the Hezbollah terrorist group, which is funded by Iran. The two men shown in the video with security forces reportedly confessed and said Iran was behind their planned attack. The weapons displayed in the video were to be used. A former adviser to the Azerbaijani president said authorities had less than two years ago prevented a large-scale terrorist attack on the Israeli embassy that was organised by Iran. Approximately 9000 Jews live in Azerbaijan, but it's far from the only country to be targeted by Iran. Police in Thailand detained a Lebanese man earlier this month on suspicion of planning an attack, and he was reportedly linked to Hezbollah.

Doctrine Journalists' Military Investigation Center presented a new project titled Civil Society Support in the Fight against Terrorism in Azerbaijan. Project director Jasur Sumarinli said that the project was carried out with the support of the State Support Fund for NGOs. He noted that the fight against terrorism is growing, in line with the increasing threat. Azerbaijan has joined 10 international conventions against terrorism. It was noted that Azerbaijan has suffered terror attacks by Armenians and different religious groups. The reasons behind the 2009 terrorist attack at State Oil Academy are still unknown. It was also mentioned that it is not only state's duty to combat terrorism and that civil society also should join this fight. Amendments and changes to the relevant legislation were proposed. After 2009 terror act at the State Oil Academy prompted the creation of an anti-terror headquarters in the country. The legislation intends to foster cooperation between state bodies and civil society. Sumarinli said that he will research the international best practices in promoting civil society's role in the fight against terrorism. He said a package of proposals for changes and amendments to the relevant legislation will be presented to the parliament.

A terrible accident occurred in the Alibayli village of Azerbaijan's Tovuz district, bordering Armenia. An explosive killed a 13-year-old girl, Aygun Shahmaliyeva, and heavily wounded her 32-year-old mother Elnara Shahmaliyeva in the hip. A toy dog was loaded with an explosive device and dropped by what was believed to be the Armenian side into the Tovuz River flowing through the Alibeyli village. The similar accident occurred here in 1994 when two kids were killed and one wounded as a result of an explosion of a toy dropped by Armenian side into the river.
