The State Social Protection Fund of Azerbaijan (SSPF) will spend 2 billion 119 million AZN next year. Nine million of this sum is carry over from the 2011 budget, said Fund's director, Salim Muslimov. In Azerbaijan, the retirement age has been raised to 58 years for women and 63 years for men, thus reducing the number of pensioners 1 million 278 thousand 422 as of January 1. Thus far, the Kapital and International banks are the only two operating for pensioners in Azerbaijan. According to Muslimov, the Fund agreed with both banks on the fact that they should not charge fees for services to retirees. In the coming year a new tender will be announced for other banks to issue pensions on plastic cards. He said that, according to the preliminary conditions of the tender, a bank must have one ATM for every 1100 retirees, retirees should be provided with ATM cards by the bank, and services should be provided at the lowest possible cost to the Social Protection Fund.

How will the deposits of Azerbaijanis deported from Armenia in 1988-89 be settled? The roundtable initiated by the Deportation Victims Community was held on Wednesday in the Media Center discussed this question. The participants in the debate were political scientists, experts, economists, human rights defenders and public figures. The government of Azerbaijan has said nothing about the return of the deposits to 250000 Azerbaijanis expelled from Armenia, and the Armenian government is not interested in raising this issue. It is not known whether people deported from Armenia still have their checkbooks or whether the documents attesting to their deposits have been preserved in the archives of the former USSR. In 1998 the refugees from Armenia became citizens of Azerbaijan. It makes the payment of their deposits, remaining from Soviet times, more complicated, said the analyst Eldar Namazov. A special commission will be created in the Finance Ministry to clarify the situation with the deposits of Azerbaijanis Savings Bank of Armenia. But there is no mechanism for the return of these deposits. However, the Azerbaijani government could give them as one-time money the average amount of the deposit. It would be fair, the expert economist Gubad Ibadoglu believes. Political scientist Ilgar Mamedov proposed to check the documents in the archives of the savings banks, and to create a coalition of experts, which would deal with these issues. Although the Azerbaijani government is improving the situation of internally displaced people, they need more support from the state. Tabib Huseynov and Yulya Gurayeva-Aliyeva researched the IDP situation as part of the project called "Is it possible to remain internally displaced for 20 years." Financed by Brookings Institution in the USA and the London Economics Institute, the project was implemented together with International Commitee of the Red Cross (ICRC). The experts carried out a comparative analysis of the needs of internally displaced people in Baku, Ganja, and in the Tartar and Agdam regions. Huseynov said that there are 595 000 internally displaced people in Azerbaijan, accounting for almost 7 % of the population. In addition, more than 200 000 refugees were forced out of Armenia and now live in Azerbaijan. Over the last several years as oil income increased, the Azerbaijani goverment has begun to pay more attention to the problems of internally displaced people. One of the state's biggest achievements is the elimination of IDP camps in 2007. Seventy settlements have been built, housing over 107 000 residents. More than 6000 families are living in normal conditions. Nevertheless, nearly 400 000 IDPs remain in dormitories, kindergartens, and unfurnished buildings. The Financial Crisis of 2008 was an economic bubble that reached its limits and exploded. A bubble is simply where prices continue to rise beyond the true value. People buy, simply because they believe everybody else is going to buy. A bubble is based on speculation, expectation and ignorance. When these three elements collide it creates a crisis, which is often defined by irrational financial exuberance. The causes of the economic crisis of 2008 are related to the Bush administration's attempt to finance the war in Iraq with, basically, inflation. The Federal Reserve cooperated by financing the Iraqi war, by essentially lending money to the American state. But printing new money out of thin air, actually devalues the national currency, this is called inflation. This cheap money went straight into the economy, particularly the residential housing market. As a consequence the demand for houses rose; and housing prices took off like a rocket in 2001. Thanks to inflation the prices further accelerated in 2004. More and more people took on mortgages based on cheap currency. The lenders then sold the mortgages as bundles to secondary investors, such as American banks. The American banks then sold their bundles to banks in other countries. This is how American debt spread around the world and became a real international financial crisis. European banks were selling and buying American mortgage as bundles. Despite the fact that Mingecevir is a young town, the territory where the town is located is known as an ancient abode. The history of this abode covers a period from the eneolith era (3000 BC) to the AD 17th century. It was the chairman of the Caucasus archeological committee, AI Berje, who first gave information about the archeological monuments of Mingecevir at the second congress of archeologists in St Petersburg in 1871.Although this information was not precise, Berje presented Mingecevir as an ancient settlement. After this, Mingecevir remained out of archeologists' attention for many years. Archeological researches resumed in Mingecevir only in mid-1930s as part of the construction of the hydroelectric power station. The researches started under the leadership of Prof. Pakhomov in 1935. These researches revealed two ancient settlements and cemeteries, which were composed of various types of graves. Unfortunately, World War II prevented the research being completed. The construction of the hydroelectric power station started immediately after the war. This marked a start of systematic and planned research of Mingecevir as an ancient abode. Archeological excavations were carried out from April 1946 to August 1953 by a group of archeologists headed by SM Qaziyev in connection with the construction of the Mingecevir hydroelectric power station under a decision by the Supreme Board of the Azerbaijani Academy of Sciences.
