Mediamax reports that the corresponding agreement was signed by EBRD Yerevan Office Director Valeriu Razlog and Chairman of "Anelik Bank" Board of Directors Samvel Chzmachyan on October 18 in Yerevan. Within the framework of the crediting program, financing will be provided to small HPPs, renewable energy objects, as well as other production enterprises, which will implement energy efficiency systems in their enterprises, the fact providing for improvement of the territory, modernization of production means, efficiency increase in systems of heating, illumination, conditioning. Samvel Chzmachyan noted that the annual financing rates under this program will not exceed 13%, the maximum volume of the credit may make USD 2.5mln, and the repayment term -- up to 5 years. Crediting on this program is to be launched on October 19. Companies, which wish to receive a credit in order to introduce energy efficiency systems in their companies, will also receive the necessary technical assistance. The roads linking villages to the main highways are often called lifeline roads in Armenia. They are vital for the communities located at several kilometers away from urban areas. Supported by the World Bank, the Lifeline Roads Improvement Project (LRIP) has been targeting the improvement of rural road conditions. The project has been/ prepared on an accelerated procedure basis, contributing to the efforts of Armenia to face the global economic crisis. The Bank and the Government managed to design, negotiate, and complete the loan arrangement within seven weeks of receiving the request /. The Government then prepared and bid 25 different contracts in a record time of three months. Implementation is completed, and the results are seen on the ground... The project created jobs in rural areas where many people lost them, such as Chochkan-Pokr Ayrum road in Tumanyan of Lori region, where mines were closed following the economic crisis. Since the start of civil works in June 2009, about 350 people have been working on a daily basis to build roads. The rehabilitated 3.5 km road connecting Vardenut and Arayi villages in Aragatsotn region to the highway is one of the outcomes of the Lifeline Roads Project. According to the Banks Rural Infrastructure study, conducted in 2004, , the poor condition of rural roads resulted in significant losses of produce in 42 percent of rural communities in Armenia, with some 24 percent of communities reporting output losses of 30 percent or more ...

How will the deposits of Azerbaijanis deported from Armenia in 1988-89 be settled? The roundtable initiated by the Deportation Victims Community was held on Wednesday in the Media Center discussed this question. The participants in the debate were political scientists, experts, economists, human rights defenders and public figures. The government of Azerbaijan has said nothing about the return of the deposits to 250000 Azerbaijanis expelled from Armenia, and the Armenian government is not interested in raising this issue. It is not known whether people deported from Armenia still have their checkbooks or whether the documents attesting to their deposits have been preserved in the archives of the former USSR. In 1998 the refugees from Armenia became citizens of Azerbaijan. It makes the payment of their deposits, remaining from Soviet times, more complicated, said the analyst Eldar Namazov. A special commission will be created in the Finance Ministry to clarify the situation with the deposits of Azerbaijanis Savings Bank of Armenia. But there is no mechanism for the return of these deposits. However, the Azerbaijani government could give them as one-time money the average amount of the deposit. It would be fair, the expert economist Gubad Ibadoglu believes. Political scientist Ilgar Mamedov proposed to check the documents in the archives of the savings banks, and to create a coalition of experts, which would deal with these issues. President of Iranian Islamic Republic Mahmoud Ahmadinejad was in Armenia with an official visit. Soon after his meeting with Robert Kocharyan, Mahmoud Ahmadinejad had a meeting with the broadened personnel of Armenian--Iranian delegation, where several cooperative documents have been signed. The total value of the Armenian-Iranian economical projects amounts to approximately half billion dollars. Presidents Mahmoud Ahmadinejad and Robert Kocharyan are sure that this amount can be bigger and that the documents that were to be signed will contribute to it. A memorandum has been signed on the establishment of consulate-generals between the foreign political departments of both countries. The Central Banks of both countries will corporate in the matters of control, while the Armenian Development Agency and the Iranian Investment Organization of Economical and Technical Support will corporate in the sphere of stimulating corporative investment. According to another document, both countries plan to continue the program of building wind electric power station. All these and other running programs will give a new stimulation to bilateral corporation.
